Is it legal for the realty company to raise rent to clean up parking lots?

Full Question:
I am renting an apartment. It is managed by a realty company. Lately they have been moving alot of different people in and they seem to be having a garbage problem in the parking lot I mean bags of it and furniture being left in the parking lot . Now the manager is threatening to raise rent for the clean up of this stuff. I have lived here for 10 yrs. and this last 6 months it has got bad which we never had this problem before that . What I want to know is how can they make me pay for this and is it really legal to raise my rent?
