How do I terminate my son's father's parental rights?

The father of my 8 year old son finally started coming around about a year and a half ago. He has been in and out of jail for the past eight years for drinking and battery charges. All of the sudden he wants to see his son all the time. He has never been around before, and owes about $16,000.00 in back child support. What do I need to do to get him to just leave us alone? He doesn't have a drivers licencse or a place to live. He keeps threatening me with court, and he'll take my son. He is bad news, and my son does not want to be around him.
A court may determine custody and visitation rights. Owing child support isn't a reason to deny visitation, but the threat of harm to the child is.
