A great uncle's Black Lung documents/case has been sealed. How/why does a person seal this information, and how can you "unseal?"

Sealing cases can be done for many reasons, such as where the parties settle and do not want the terms of the settlement to be public. A motion to unseal is usually the procedure to see the records but the person must have standing to file the motion. Standing means that they have vested interest in the case. i.e. your Great Uncle.
