Can small claims court help me recover the money owed to me?
Full Question:
I am planning on filing a small claims against a person for owing me some money and not willing to pay me. The person who owes me the money does not have any personal property where I could recover my money. Could I tell the judge to put a lien against his license until he pays me the money in full because this person has been taking this for granted for a long period of time. Can small claims court help me recover the money owed to me?

§ 18-4-60. Right to writ of garnishment after judgment
In all cases where a money judgment shall have been obtained in a court of this state or in a federal court sitting in this state, the plaintiff shall be entitled to the process of garnishment.
