condo owner above me never installed 'cork silencer' before the tile went down _ they're trying to sell and I want an estopple letter or whatever you reccoomend so NO ONE MOVES BACK IN THERE nor DOES THE CONDO GET SOLD unless carpet and padding have been installed. am
looking for this form of letter _ do i just file it at the courthouse or give to condo association?
