Wholesalers have traditionally functioned as drop-off points for product producers and distributors of that product to more dispersed retail outlets for sale to the general public. However in recent times we have seen a blending of the wholesale/retail roles (Sam's Club, for example). We know of no prohibition preventing a wholesaler from also acting as a retailer, and using coupons, advertising and other techniques. This may undermine the business of competing wholesalers and retailers.
