What is meant by 'reentry program alignment'?

A reentry program usually refers to a program helping former prisoners, or others who have been out of work, reenter the workplace (ie, find a job). Alignment would refer to the setup of this program particularly with regard to its interfaces with other state and federal programs of a similar nature or serving similar clientele.
