What can be done to force residents into behaving or moving?

I recently bought a condo and have found out that there is one owner/resident who has verbally threatened others in the building with bodily harm. He also has done a variety of things from setting illegal fireworks from his balcony to throwing anything from dog feces to shopping carts off of his 6th floor balcony. The board says they have no power to stop him from doing these things or force him to move. The police will not do much if they do not see him doing these things themselves. Apparently he has been terrorizing the senior citizens in the building and nothing seems to be able to be done. A relative of mine ran into a similar problem and was forced to sell her condo and move and lose money. Is there anything that our association board or management company can do to force him to behave or move? Can they write an addendum in the rules and regulations that stipulates if anyone does these types of things that they can no longer live there?
