What are my options for a defense against my neighbor who is an alcoholic?

I am being harassed by a neighbor who drinks very heavily. The police have been here 4 times. I have complained to the manager and owner and they say legally they can't do anything. The police told me I needed to address the problem with both parties and our manager said lawyer advised it was a civil matter. Last night she was served by the police and we are going to court. Shouldn't I be allowed the privilege of not being screamed vulgarities at every time she gets trashed. I have had witnesses but the manager says her hands are tied. What can I do? Last night I was threatened with bodily harm; at 65 I'm not much of a fighter.

Complaints about unsafe conditions should be made to the landlord in writing so that you have documented evidence of their knowledge. If you are unable to move, you may be able to get a restraining order.
