From what we can find the answer is no. We do not find any authority to remove the natural Mother from a borth certificate of her child. It is an official document and cannot be changed to make it false.
The only option for changing the Mother on a birth certificate is where a child is adopted. In this case the adoptive parents can ne shown on the birth certificate. We do not know if this applies in all States.
