Does the leash law apply to cats? I live in Arlington. Tx. What can be done about a neighbors cats roaming and killing bird in our backyard, Pooping, spraying, and coming in our house through our dog door?

Yes, there is a leash law on dogs and cats. They must be on a leash or in an enclosure at all times. This includes your own property. If your yard is not fenced your pet must be on a leash. If your animal is not on a leash you could be issued a ticket for having an animal-at-large.
