I was divorced 2 and a half years ago. In the divorce decree we were both responsible to pay half of any bad debt, or debt we owed together. I have paid my half, but because he has not paid his it is showing up on my credit report. How do I get it off my credit report? Because he has not paid it is stopping me from being able to get a home loan, what do I do?

A divorce decree may not affect your contracts with creditors. You will need to negotiate repayment with each one. Your divorce decree does not relieve you from joint debts you incurred while married. You are responsible for joint accounts, from credit cards and car loans to home mortgages. If a divorce judge orders your ex-spouse to pay a certain bill, you're still legally responsible for making sure it is paid since you created a contract to be liable to pay together or separately.
