How do I get guardianship of a minor who is living in my home with no contact from the parents?

My daughter, who is 15 has a baby who is 2 1/2 months old. The father of this child, who is 15, has been kicked out of his home multiple times, has had truancy filed on him twice during the course of the 2006-2007 school year & is currently not enrolled in school at this time. The judge ordered his mother to have him take the GED prep test & enroll him in classes to work towards taking the GED exam after attending a military boot camp in Galveston, TX. His mother has not made any effort to move towards him taking the GED prep test and necessary classes ordered by the judge. He is scheduled to leave for Galveston on 7/15/07. He has been kicked out of his home once again & he is now living with us. It has been one full week & he has had no contact with his mother nor has she tried to contact us regarding his well being. My husband spoke with her the day he was kicked out of his home to assist in whatever was needed to rectify the situation & she made it clear to my husband that the 15 yr old boy was not to return to her home. How would I go about getting guardianship of this 15 year old so that I can enroll him in the necessary classes & provide him with a loving home environment with stability & value to education?
