Kentucky does not have any law directly on point. However, the Kentucky Rules of the Road states that “Pass a cyclist only when it can be done safely, and give ample room (4' listed in the driver's manual) between your car and the cyclist.” The Overtaking law, “189.340 Overtaking vehicles” states that “vehicles overtaking other vehicles proceeding in the same direction shall pass to the left of them and shall not again drive to the right until reasonably clear of those vehicles.”
