Generally, talking on a mobile phone while driving cause a driver to be distracted and increases the chance of accidents. Because of this, many state and local governments have made it illegal to use a cell phone while driving.
Texting is even more distracting because texting causes a driver to take his/her eyes off the road in contrast to talking on the mobile while driving where the driver though distracted need not take his eyes off the road (except when dialling).
In California, all drivers are banned from using the hand held cellular phone while driving. Drivers younger than 18 years, school and transit bus drivers are also banned from using cell phones while driving. Texting is prohibited for all class of drivers. The fine for committing a violation is $20 for the first offense, $50 for a second offense and $50 for a third violation of the cell-phone law.
