14 year old neighbor was skateboarding with friend across his patio next door to me at 2:00 AM with a friend. They were loud and woke me up. Is this considered disturbing the peace? Should I have called the police. Spoke to his parents about this and they said they knew about it and were glad their son was having a good time.
