what are my rights if i was drugged and made a statement against myself after refusing to make a statement earlier that day. i have no recollection of one word of the statement against myself except a tape recording of it my public defender gave me.

You would be able to challenge the admissibility of the confession (statement). You would have to put on your evidence of being drugged (your testimony, plus any other evidence available - interrogation room video, medical evidence, etc.) to show the judge that the police acted improperly and may not use the confession as evidence against you. You would also have a suit for violation of your civil rights by the police, for drugging you. Talk with your public defender about these possibilities. Good luck.
