Can the landlord change my carpet without raising my rent. I've tried of cleaning it my self and the stains keep coming back. I have been here for three years. i would like for my carpet to be change.

Typically, a landlord is required to make repairs when problems affect a tenant's health and safety. Not sure if health or safety applies in this case. As a practical matter, you might discuss this issue with your landlord because most want to keep rental properties clean and attractive. By working with you on the carpet, he/she might increase the likelihood that you will stay longer with them as a tenant.
