Can a Housing Development Have Different Setback Requirements for Different Homes?

I own property in a 'Lake community'. The back line setback for lakeside homes is 50' but for non lakeside homes it is only 20'. The more restrictive zoning on lakefront homes stops my ability to enjoy water related activies such as covering a deck or building a dockside bar. Can they have two different back line setback requirements for the same community?

Carroll county in Indiana is considering more restrictive zoning law that will make my land in a rural area too small to build upon. It is leagal under present law. Is there a provision in state law for this? The land in question is inherited and in a different county than my residence.
