What can I do to enforce the divorce decree regarding my ex's pension plan?

I divorced my husband of 26 years. During that time, he insisted I be a stay at home mom. As a result, I have no retirement. We went into mediation for property settlement. He had a 401 K, and Boeing Vested pension plan, instead of forcing him to sell the home, and split the value, I chose to accept half of his 401k, and half of his Boeing Vested Pension plan, he signed in agreement. I did receive the money from the 401k, but he refused to sign the QDRO so I could begin receiving my half of his pension. He has been receiving over $2000 per month for over one year, and as yet I have not gotten one cent from the retirement/ pension fund. He says he didnt agree to give me half of two thousand dollars per month, although he did sign the documents. Now my attorney says he will "quit the divorce decree" if my ex doesn't stop playing games. What can I do to get him to sign the QDRO which the court approved so I can get some monetary help, I am in desperate need, I will be 60 years old in December. What is he trying to do?
