I live in Arizona but my ex wife lives in Texas, she hasn't paid child support since change of custody in july and the state hasn't done anything even after us inquiring. She is almost $6000 arrears. Can we Lein her property for that to encourage payment?

IRS refunds can be claimed, drivers licenses can be suspended, and passports can be revoked.
A criminal warrant can be issued by prosecutors for people that are in serious arrears in child support and the warrant can be enforced in any State meaning that the person failing to pay support can be picked up and extradited to the State issuing the warrant. You could talk to your local police or DA office about this.
