Can I Transfer Property to Someone Else If They Don't Agree to Sign the Deed?

Two years ago my father deeded me a piece of undeveloped property (1/2 acre) in a retirement community. I have tried selling the property for over two years and have even attempted to give the property away but no one wants it. I've called the community owners, who continue to sell lots, and told them I'd give them the property free of charge but was told that it is a 'useless' piece of property and they didn't want it. Can I quitclaim the property to them without their acceptance? I live in PA and the property is in PA. I owe back taxes and ownership fees on the property. Do I have to pay these before I quitclaim the property? Can this hurt my credit score?

No, you cannot transfer property to another without their voluntary acceptance. Yes, you will continue to owe liability for taxes on the property until it is transferred out of your name. If you get a judgment against you for back taxes, not only can your income/assets be attached to pay it, but it will also appear in your credit history.
It is possible you could get the buyer to pay back taxes owed as part of the purchase price, but as far as the state is concerned, it won't care about a private agreement, it will still pursue the funds from whoever the titled owner is for the dates owed.
