We have a building permit on the building to install of a sign for around $30,000. Can we put a lien or intent to lien on this sign without a written contract but with the permit that was issued through the state? A lien was filed on Sept. 18th 2008 on my property but no notice was sent to me. I found out about it and was told by the clerk I could file a 'Contest of Lien' which I did last week.
