If I wish to demolish my multi-family building in Atlantic City New Jersey as per NJSA A 18-61.1 H. Do I need to meet any of the other requirements such as providing alternate housing for seniors and the disabled?

We have a building permit on the building to install of a sign for around $30,000. Can we put a lien or intent to lien on this sign without a written contract but with the permit that was issued through the state?
